Wheeling man receives over seven years for drug trafficking and firearms offenses

Stephen J. Booker, a 32-year-old resident of Wheeling, West Virginia, has been sentenced to 87 months in federal prison for trafficking methamphetamine and fentanyl as well as a firearms violation. The sentencing was announced by U.S. Attorney Matthew L. Harvey.

Booker, who is also known as “Flock,” pleaded guilty in February 2025 to five counts related to the case. According to statements made in court, Booker sold methamphetamine and fentanyl in both Warwood and on Wheeling Island. During one of these drug sales, he displayed a firearm described as privately made or a “ghost gun.” Authorities reported that Booker also possessed 47 rounds of ammunition at the time.

Assistant U.S. Attorney Carly Nogay prosecuted the case for the government.

The investigation involved multiple agencies including the Ohio Valley Drug Task Force—a HIDTA-funded initiative—the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the Drug Enforcement Administration (DEA), and the West Virginia State Police.

U.S. District Judge John Preston Bailey presided over the proceedings.
