Morgantown man sentenced to prison for violating federal sex offender registration law

James Mansfield Davis, 69, of Morgantown, was sentenced on April 1 to five months in prison for failing to register as a sex offender as required by the Sex Offender Registration and Notification Act (SORNA). The sentence will be served consecutively to previous sentences totaling seven years and ten months in prison.

Davis’s sentencing follows his conviction for possession of child pornography in United States District Court for the Northern District of West Virginia on May 20, 2024. According to court documents and statements made in court, Davis was living in South Charleston when he failed to meet his registration requirements under SORNA.

For the child pornography offense, Davis received a sentence on September 5, 2024, of six years and ten months in prison with an additional twenty years of supervised release. He did not self-report to begin serving his sentence on October 4, 2024. Law enforcement officers later arrested him in Williamsburg, Virginia on October 15, 2024. On August 20, 2025, Davis was given an additional one-year sentence for failing to surrender for a federal sentence; this term is also consecutive.

United States Attorney Moore Capito announced the sentencing and recognized the investigative work done by the United States Marshals Service. The case was prosecuted by Assistant United States Attorney Jonathan T. Storage and presided over by United States District Judge Thomas E. Johnston.

SORNA is part of the Adam Walsh Child Protection and Safety Act of 2006 and sets minimum standards nationwide for sex offender registration and notification programs. It requires registered sex offenders to keep their information current wherever they live, work or go to school.
