United States Attorney Matthew L. Harvey was formally sworn in during a ceremony at Shepherd University in Shepherdstown, West Virginia. The event marked his official assumption of the role as U.S. Attorney for the Northern District of West Virginia.
Harvey was nominated by President Donald J. Trump on June 30, 2025, and confirmed by the U.S. Senate on October 7, 2025. The oath of office was administered by U.S. District Judge Gina M. Groh, with United States Senator Shelley Moore Capito reading the Presidential Proclamation before attendees that included friends, family, and colleagues.
“I am grateful that President Trump has entrusted me to enforce the law, keep our communities safe, and stand with law enforcement,” said Harvey.
The investiture drew former United States Attorneys, federal judges, lawmakers, staff members, and Harvey’s family and friends. Senator Capito and Congressman Riley Moore delivered congratulatory remarks in person; video messages were provided by Senator Jim Justice and Congresswoman Carol Miller. Randall Reid-Smith performed the National Anthem on behalf of Senator Justice’s office while Jefferson High School ROTC presented the colors as honored guests at Harvey’s invitation. Contributions to the ceremony also came from Shepherd University President Dr. Mary Hendrix and the university’s Ram Marching Band. A reception hosted by Harvey’s family followed.
As U.S. Attorney for the Northern District of West Virginia, Harvey is responsible for prosecuting federal crimes such as violent crime, narcotics trafficking, public corruption, financial fraud, and offenses impacting vulnerable populations within his jurisdiction. He also supervises civil litigation involving federal agencies and represents government interests in court proceedings.
Harvey previously served three terms as Prosecuting Attorney for Jefferson County after earlier roles as Assistant Prosecutor in Berkeley and Kanawha Counties along with six years in private legal practice.
He led the West Virginia Association of Counties as president from 2021 to 2022 and participated actively in civic organizations statewide. In 2023 he was appointed by then-governor James C. Justice to serve on the board of the West Virginia First Foundation—a body created to manage opioid settlement funds used for health programs across West Virginia—and became its first chairman until his confirmation as U.S. Attorney.
Harvey holds a Bachelor of Science degree in Business Administration from Bluefield State University and a Juris Doctorate from Appalachian School of Law. He is originally from Monroe County and now lives in Shepherdstown.
