Tiffany Dawn Shaffer, a 36-year-old resident of Charleston, has pleaded guilty to possession with intent to distribute methamphetamine. The plea was entered in federal court following an incident on June 17, 2025, when law enforcement stopped Shaffer’s vehicle near St. Albans. During the stop, Shaffer admitted to having two pounds of methamphetamine in the back of her vehicle.
At the time of this offense, Shaffer was under supervised release after a previous conviction for distributing five grams or more of methamphetamine in the United States District Court for the Southern District of West Virginia on June 28, 2021. Her criminal record also includes convictions for conspiracy to operate a clandestine drug laboratory and being a felon in possession of a firearm.
Shaffer is scheduled for sentencing on December 15, 2025. She faces up to 20 years in prison, at least three years of supervised release, and a possible fine of $1 million.

United States District Judge Joseph R. Goodwin presided over Shaffer’s hearing. Assistant United States Attorney JC MacCallum is prosecuting.
